Yes, it is true that 50 years ago a black person with the I.Q. of Isaiah Berlin would have been a janitor, and now look: we've solved the problem of what to do with the black geniuses -- they have the same opportunities as the white geniuses. But we don't need affirmative action for these people and we never did. The problem of the talented tenth was actually solved by the civil-rights movement. It is to create parity between the untalented 90th and its white counterpart that we require what are perversely called racial preferences -- I say perversely because surely we all know which race is genuinely preferred, talented or not. We will have equality when dopey black people get into Harvard because their chair-endowing grandfathers went there. We will have equality when incompetent black people buy their way into the Senate. We will have equality when larcenous black union plumbers start not showing up in greater and greater numbers. We will have equality when the unjust deserts and ill-gotten gains are spread around impartially. One Clarence Thomas is not enough.

ChipIn

ChipIn offers two systems for creating charity badges: one for the general public and one designed specifically for nonprofits.

While the public service requires you to collect funds via PayPal, ChipIn for Nonprofits also allows you to receive donations by check or direct deposit. If you choose the latter options, ChipIn will take a 3.9 percent of all proceeds in the form of an administrative fee. PayPal, by contrast, may retain anywhere from a 1.9 to 4.9 percent transaction fee of the total donations you receive. For more information on PayPal's service charges, see its official fees page.

ChipIn's public service allows individuals to give their charity badge a name, set a time limit for the fundraising campaign, and specify how much money they hope to raise. Badges can be created in one of five color schemes and in a number of different sizes. While all of the badges display the fundraising campaign's title, ending date, and percentage of the total goal raised to date, the larger sizes include additional information, such as a meter visually depicting the money raised to date and a description of your cause.

Once you've created a ChipIn badge, you may choose a social networking or blogging platform where you wish to publish it. So if, for example, you want to place your charity badge on your MySpace page, you'd simply click the MySpace link to generate the badge's HTML code, then follow ChipIn's instructions to embed it in your profile. You'll also find an option for generating badge code for your own Web site; if you don't have your own site, ChipIn will allow you to host it on its site free of charge.

In addition to offering more fund-collection choices than its public service, ChipIn for Nonprofits also allows for a greater degree of badge customization than its public service. For instance, ChipIn for Nonprofits lets organizations add photos and graphics to their badges, change the badge's color scheme to match their Web site, and link to videos related to the cause they're supporting.

  HUBZone Empowerment Contracting program

The HUBZone Empowerment Contracting program was enacted into law as part of the Small Business Reauthorization Act of 1997. The program falls under the auspices of the U.S. Small Business Administration. The program encourages economic development in historically underutilized business zones - "HUBZones" - through the establishment of preferences.

SBA's HUBZone program is in line with the efforts of both the Administration and Congress to promote economic development and employment growth in distressed areas by providing access to more Federal contracting opportunities.

How the HUBZone Program Works
  • The U.S. Small Business Administration (SBA) regulates and implements the program,
  • determines which businesses are eligible to receive HUBZone contracts,
  • maintains a listing of qualified HUBZone small businesses Federal agencies can use to locate vendors,
  • adjudicates protests of eligibility to receive HUBZone contracts, and
  • reports to the Congress on the program's impact on employment and investment in HUBZone areas.

Eligibility

A small business meets all of the following criteria to qualify for the HUBZone program:

  • it must be located in a "historically underutilized business zone,"
  • it must be owned and controlled by one or more U.S. Citizens, and
  • at least 35% of its employees must reside in a HUB Zone.

Historically Underutilized Business Zone

A "HUBZone" is an area that is located in one or more of the following:

  • a qualified census tract (as defined in section 42(d)(5)(C)(i)(I) of the Internal Revenue Code of 1986);
  • a qualified "non-metropolitan county" (as defined in section 143(k)(2)(B) of the Internal Revenue Code of 1986) with a median household income of less than 80 percent of the State median household income or with an unemployment rate of not less than 140 percent of the statewide average, based on U.S. Department of Labor recent data; or
  • lands within the boundaries of federally recognized Indian reservations.

Types of HUBZone Contracts

A competitive HUBZone contract can be awarded if the contracting officer has a reasonable expectation that at least two qualified HUBZone small businesses will submit offers and that the contract can be awarded at a fair market price.

A sole source HUBZone contract can be awarded if the contracting officer does not have a reasonable expectation that two or more qualified HUBZone small businesses will submit offers, determines that the qualified HUBZone small business is responsible, and determines that the contract can be awarded at a fair price. The government estimate cannot exceed $5 million for manufacturing requirements or $3 million for all other requirements.

A full and open competition contract can be awarded with a price evaluation preference. The offer of the HUBZone small business will be considered lower than the offer of a non-HUBZone/non-small business-providing that the offer of the HUBZone small business is not more than 10 percent higher.



The HUBZone Empowerment Contracting program provides federal contracting opportunities for qualified small businesses located in distressed areas. Fostering the growth of these federal contractors as viable businesses, for the long term, helps to empower communities, create jobs, and attract private investment.

You Can Apply for HUBZone Certification Online. The login method to HUBZone has changed from using the SBA Customer ID and password to using the SBA General Login System (GLS).

This new login method requires any individual with authority to submit, update and/or commit on behalf of the company to have a SBA GLS User ID and Password registered in SBA's GLS system.

You must have:

  1. An active up-to-date Dun and Bradstreet profile and DUNS number that represents the business for which you are seeking HUBZone Program certification, recertification, program examination, decertification, etc.
  2. An active CCR profile for each of the businesses location(s). A business is identified using your Employer Identification (EIN). Learn about and register with CCR on the Register with CCR page on this site.
  3. Each business location (DUNS Number) must have a primary NAICS.

When information needs to be changed or updated the registrant can go to http://fedgov.dnb.com/webform and modify the information. After the registrant makes the desired changes, D&B confirms the changes made with the registrant's record. The registrant then goes to www.ccr.gov and clicks on "Register in CCR", then clicks on "Update/Renew", clicks on "CCR Update TPIN", checks the data, and accepts the modified information if it is correct. The time frame for the changes to take effect is usually 24 to 48 hours after D&B confirms the change, but may vary from country to country.

This information is also used to automatically populate fields in other government systems. Registrants have the assurance that their data is correct across all systems and are saved the time and effort to re-enter it.

D&B has been collecting and enhancing data on businesses since 1841. In 1963, D&B introduced the D-U-N-S as a way to identify businesses and track business change. D-U-N-S Numbers were first used by agencies for contract reporting in 1978. D&B's D-U-N-S Number is recognized as a global standard by the world's most influential standards-setting organizations as well as the U.S. Government.   Taking the short path to nowhere

Time and again I receive either phone calls or have conversations with Black business owners that feel the major share of government and corporate contracts go to white men. And after requesting and reviewing available contracting/procurement data this does seem to be the case. In an effort to try to help businesses better understand where they are at and what they need to do (considering the circumstances) I try to educate them on the policies that may be in place to better help them secure more contracts; specially those that are backed by government funds or incentives.

Government has a tendency to set goals and/or attach requirements to developers of publicly financed development projects to ensure they utilize minority and women owned businesses. Large corporations tend to have 'supplier diversity' programs which set goals on doing business with M/WBEs. In order to take advantage of these opportunities; which are not set-asides, a business has to obtain certification from a recognized agency or government entity. It is unfortunate that the majority 'white male' owned companies do not need any certification to win more than 90% of available government and private contracts, but that is the world we live in and it will take more effort than anyone or agency can provide to turn this around. Therefore, to best take advantage of the opportunity there are certain things a Black business must do to win more govt and corp contracts. The first is to have a written plan on your business and its direction and benchmarks.

A business plan can be a 10 page functional document or a 50 page detailed plan, but both will provide a realistic snapshot to the owner, investor or banker about your specific product/service. Even if a business is not seeking financial assistance, a business plan is an indicator that a business owner is willing to put in the paperwork needed to run, grow and operate a successful business. Running a restaurant is more than just being a good cook or operating a construction firm is more than knowing how to build/renovate property.


Second, get certified as a women or minority owned business. With a little research anyone can find government agencies that will do this for free or a recognized agency that will do it for a fee. Even though the application may be intimidating, if somebody is serious about their business they will be willing to complete the steps needed to obtain this certification. Be prepared to share information such as bank statements if you have a business account, photo identification and signature card on your business bank account, property owned with proof of ownership and value, financial data for at least three years. These can be income tax returns and schedule amendments if a sole proprietor or other financial documents if a corporation or LLC. If you have been conducting good business (not the old shoebox accounting method) you will have these documents available or can readily access them through a series of phone calls. If you have not been truthful about your property owned and are trying to hide income earned, be prepared to watch great procurement and contracting opportunities pass you by.

Government agencies and corporations rely on proof of certification to develop and analyze statistics on M/D/WBE utilization and goals met. Government prepares reports on DBE, MBE and WBE utilization based on 'availability'; which it compiled from vendors registered with their departments that provide certifications. When they provide availability information on a few businesses, these numbers are normally way low because Black businesses fail (or refuse) to go through the certification procedure to be recognized. In a nutshell, there may be 40 Black construction companies, but if only three have provided MBE certification, the govt statistics are going to show a lack of availability to justify not doing more business with Black owned construction firms. In the end, it is these firms that normally cry foul!

No agency can help someone that is not ready to take the necessary steps to help themselves. There are no short-cuts to business growth and eventual success. Having spoke to many procurement officers in government and corporations, they are up front about the fact many minority businesses do not attempt to obtain the certifications that can increase their business because they don't want to compile the paperwork and provide the information needed. Bank officers and investors I talk with share the same story of business owners who want financing based off of a conversation and are not willing to prepare and provide a business plan; functional or otherwise. For some reason, some people actually believe they can just walk into a bank and fill out a loan application and get financing for their business? On top of that, they get mad and want to blame the bank of not giving them money because they Black.

This victim mentality has become far too common among Black entrepreneurs aspiring to be in a successful business; which is why the disparity among our business capacity and White males/females is where it's at and Black unemployment numbers remain worse than they were in the 60s. We are not a part of the job creation in our cities and in this country.

IBSA's microenterprise training and development program targets low to moderate income persons eligible for WIA training services and planning to start or who currently are in business for themselves. It provides approximately 36 hours of business training and participants prepare a functional business plan, locate financing opportunities and participate in networking events. Additional mentoring is provided to program graduates to assist them develop their business venture.

Pilot Program Supports Economic Growth at Local Level

Wichita, Kansas, September 12, 2007 -NetWork Kansas today announced that it is looking for Kansas communities to participate in a new pilot program designed to foster economic growth by creating a more entrepreneurial environment across the state.

"The best way to improve economic and community development in rural communities is to foster entrepreneurship," said NetWork Kansas Director, Steve Radley. "After conducting 32 town hall meetings and awarding more than $240,000 in loans and grants to small businesses across the state during the past 15 months, we have learned that the best way to achieve success is by empowering local leaders to engage rural entrepreneurs." In response, NetWork Kansas is launching the E-Community program, which will inject seed capital to stimulate entrepreneurship in the designated E-Community. An E-Community may be a single community or a partnership of multiple communities with a total population of 50,000 or fewer.

Communities chosen to become E-Communities will partner with NetWork Kansas to achieve the following results: 1) Through a tax credit grant, communities will establish a fund for entrepreneurs and small business owners that is administered at the local level; 2) Each community will map local, regional and state assets available to assist entrepreneurs and businesses; 3) The establishment of a long-term tracking accountability system to measure business and economic growth; and 4) A long term partnership with more than 400 NetWork Kansas partners statewide that assist entrepreneurs and small businesses to provide a positive impact on the Kansas economy.

NetWork Kansas is allocating $1 million in tax credits in support of the E-Community Program. The first competitive round of applications for the program will be accepted until October 31, 2007. Applications may be retrieved from the NetWork Kansas Web site at: www.networkkansas.com.

  Tip on Employment and Ex-offenders

Good info to share with those who are ex-offenders and are seeking gainful employment!

Although your client has a record, there are laws which prohibit employers from asking certain questions. However, your clients should be honest about their criminal records if the job application asks about conviction history specifically. It is becoming more common for employers to look into the criminal history of all job applicants. If your client is hired but is later found out to have given false information on an application, he or she will almost definitely be fired.

It is important that job developers help ex-offenders discuss their rap sheet so that they are prepared to explain it during an interview. Job developers should practice role-plays with clients using questions about their convictions that may appear on an application or may arise during an interview. Although every employer is different, several have indicated that they do not want to hear an �explanation� for the crime. In general, a positive response by the applicant includes:

    1. acknowledgement of the conviction, when and for what;
    2. comment that he or she has successfully completed the terms of the sentence;
    3. how he or she took advantage of programs or opportunities to work while incarcerated; and
    4. a promise of readiness to work as a team player without conflict.

Please note that an ex-offender does not need to reveal his or her criminal record on a resume, but should be prepared to discuss employment gaps honestly and positively. RESP has developed several tip sheets that can assist with your clients' interactions with employers.

  Workforce Partnership Center reopens

Leaders from Wyandotte, Johnson and Leavenworth Counties gathered outside the recently remodeled Workforce Partnership Center on 522 State Ave. to dedicate the new building.

�I can�t say how important and significant this effort is,� Unified Government Mayor/CEO Joe Reardon told a crowd gathered for the event. �We are counties on the move, and the work they do is critical to our future.�

The center is a professional resource for Kansas City-area employers, providing individualized screening, recruiting and training workshops - much like those available from recruiting and staffing firms in private industry - only free of charge.

It is operated by Workforce Partnership, a private nonprofit organization that serves as the workforce research, policy, and planning organization for Wyandotte, Johnson and Leavenworth counties in Kansas.

�We�ve been around for years, but everything we�re doing now is new,� Workforce Partnership executive director Scott Anglemyer said. �This represents a new way of doing business.�

Though the state black entrepreneurship has progressed significantly in the past decade, the inner cities in which most of these businesses (supermarket chains, check cashing stores, retailers, banks, fast-food restaurants, service firms, churches, etc.) subsist are still perceived as poor environments that fall short in breeding proactive, high-powered educated African American women and men.
