Speedway Back in Casino Game
The partnership of the speedway and Baltimore-based Cordish Co. filed an application Monday with the Kansas Lottery. The speedway was on the verge of being approved to build the Wyandotte County casino when it withdrew in December because of the economy. It said then it planned to reapply.
Speedway President Jeff Boerger said the proposal will be the same as before with $680 million facility. But this time around, the partnership wants to build it in phases.
Wednesday is the deadline for submitting applications for Wyandotte and Sumner counties.

Sometimes I regret sending a message the morning after...
Posted by Michael Leggett, User Experience Designer Sometimes I regret sending a message
the morning after. Other times I send a message and then immediately notice a mistake. I
forget to attach a file or email the birthday girl that I can't make her surprise party. I can rush to close my browser or unplug the Internet — but Gmail almost always wins that race.
An email to the wrong Larry pushed me over the edge. I could undo just about any other action in Gmail — why couldn't I undo send? Many people agreed, including Yuzo Fujishima, an engineer in the Tokyo office. My theory (which
others shared) was that even just five seconds would be enough time to catch most of those regrettable emails.
And now you can do just that. Turn on Undo Send in
Gmail Labs under Settings, and you'll see a new "Undo" link on every sent mail confirmation. Click "Undo," and we'll grab the message before it's sent and take you right back to compose.

House backs bill to increase service opportunities
Mar 18, 5:03 PM (ET)
By ANN SANNER
WASHINGTON (AP) - Tens of thousands of Americans could see more opportunities to mentor children, help rebuild homes and participate in other national service under a measure passed by the House on Wednesday.
The House voted 321-105 to expand AmeriCorps and other national service programs by 175,000 participants. It would also create new groups to help poor communities with education, clean energy, health and services for veterans.
Supporters say the effort comes at a time when more people are interested in serving their communities and more people could use the extra help.
The bill "reaches out to all Americans from all walks of life and asks them to commit to service," said Jared Polis, D-Colo. "During these difficult times, our nation needs the help of each and every one of us more than ever."
A Senate committee approved an expansion Wednesday that was somewhat similar, adding 175,000 positions to the AmeriCorps alone. That bill, which triples the size of the program, could reach the Senate floor next week.
The House measure would also create fellowships for people 55 and older and a separate Summer of Service program for middle and high school student volunteers, who would earn a $500 education award to help cover college costs. It also looks for ways to get scientists and veterans more involved in community service.
The White House has endorsed the bill. President Barack Obama pledged during the campaign to provide government support for national service programs.
Some Republicans have expressed concern the government would be taking over work that's done voluntarily by people who are not paid.
"Well, I think it's important that we encourage volunteers, but this is a paid job," said Rep. Virginia Foxx, R-N.C. "This is a government-authorized charity."
The House measure is slated to cost $6 billion over five years. Obama's proposed budget for next year calls for more than $1.1 billion for national service programs, an increase of more than $210 million.
Some AmeriCorps participants get a living stipend while they are working for 10 to 12 months. The stipend ranges from $11,400 to $22,800 for the year. Most participants, who are predominantly 18 to 26 years old, get $11,800. After completing the program, they can receive up to $4,725 to help pay for college or pay off student loans. The bill would increase the education award to $5,350 and requires that it match any future increases in Pell Grant scholarships.
Members of AmeriCorps work for nonprofit, faith-based or national organizations, such as Habitat for Humanity. They provide a variety of services, such as teaching young people or responding to disasters.
Over the last year, AmeriCorps has received three applications for every slot, according to the Corporation for National and Community Service, the agency that oversees the program.

The House bill is H.R. 1388.
The Senate bill is S.277.

Business.gov Launches First Government-Sponsored
Online Community for Small Businesses
WASHINGTON – SBA's Business Gateway Program announced today the launch
of a new Web initiative – http://Community.Business.gov – the first
government-sponsored online community built specifically for small businesses.
The objective of the Business.gov Community supports the White House's
mission to create a transparent and connected democracy, and aims to
provide small business owners, bloggers, and the government with a place to
discuss and share information about starting and running a successful
business.
An extension of Business.gov, the Business.gov Community combines
discussion forums, blogs, an idea exchange, and more, and offers advanced
tools for navigating the labyrinth of government resources, policies, laws, and
opportunities that impact the small business owner.
In addition to providing a "home" where users can share expertise and unique
experiences, the site also provides a pioneering opportunity for small
businesses to provide direct input into Business.gov and voice the ways
government and the online community can better serve them.
"Over the past year, we have significantly expanded our efforts to engage
with small business owners, by giving them easy access to the information
they need to run their business," said Nancy Sternberg, program manager of
Business Gateway. "The launch of the Business.gov Community represents a
new milestone. Through the application of Web 2.0 technologies, we hope to
unite small business owners, industry experts and government, and take the
program to a new level of collaborative knowledge-sharing and insight."
Over the next few months, the Business.gov Community will expand to include
additional features and resources that address specific user interests and
provide access to the wider pool of government and Business.gov partner
resources available to the small business owner.
About Business.gov
Business.gov is managed by the U.S. Small Business Administration in
partnership with 21 other federal agencies. This partnership, known as
Business Gateway, provides innovative information services to the small
business community that save time and money, engage citizens to participate,
and enable collaboration across all key levels of government. Launched in
2004, Business.gov provides a single access point to government services and
information to help the nation's businesses with their operations.

Obama, Jindal Pay Lip Service Entrepreneurs
Last week, President Barack Obama delivered a State of the Union-like address to a joint session of Congress. Apparently, he and Louisiana Governor Bobby Jindal got the message that it will be entrepreneurs who will lead our economic recovery. But will actions follow their words? [More]
